Breath Loan, ETDS, UTTS, Techno-Entrepreneurship Badge, and Severance Pay Ceiling
TOBB Breath Loan is launching
- Applications start on July 8-9
- Credit Guarantee Fund (KGF) guarantees loans with equity support
- Loans have a maximum maturity of 36 months with a 6-month grace period
- Maximum loan amount is 2.5 million TL
- Ziraat, Halkbank, Vakıfbank, Akbank, YKB, Denizbank, and Ziraat Katılım are the banks where applications can be submitted

ETDS System
Starting July 1st, some companies will transition to the Electronic Commercial Book System on a mandatory basis, while others on a voluntary basis
Companies whose establishment is subject to Ministry approval are required to transition to the ETDS system within 2 months
Books within this scope:
- General Assembly Resolution Book
- Board of Directors Resolution Book
- Board of Managers Resolution Book
- Share Ledger
For the transition; physical books kept in paper format will be closed, and new users will be registered in the system (Mersis).
Once transitioned to ETDS, it will not be possible to revert to paper format
All statutory books must be transitioned to ETDS; it is not permitted to keep some books in paper format and others electronically

New era in UTTS. As of July 1st
For corporate vehicle fuel expenses to be accepted as deductible:
- The UTTS device must be installed in the vehicle
- Fuel must be purchased from a pump integrated with the UTTS system
- The receipt must include the statement "Within the scope of UTTS"

Techno-Entrepreneurship Badge
To be granted by the Ministry of Industry and Technology
Application Criteria
To obtain the Techno-Entrepreneurship Badge, the venture must:
- Be a sole proprietorship or capital company established in Turkey,
- Have SME status,
- Be an independent enterprise,
- Have been established no more than 15 years ago,
- Have a technology and innovation-focused, scalable business model.
The badge is valid for 3 years
It is currently not clear what purpose this badge will serve and where it will be required

E-Tax Audit System
As of July 1st, tax audit processes have been moved to the electronic environment; document submission and minutes procedures can be carried out digitally.
Through the e-book system, the Tax Administration will be able to examine all company records on a document basis and perform financial analysis
It will request information and explanations from companies it deems risky, and refer them to a tax audit in cases where it is not convinced

Certain articles of the Road Transport Regulation published in the Official Gazette dated May 15, 2025, and numbered 32901 will enter into force on July 15

Payment of salaries through banks
As of July 1st, employers employing 3 or more personnel are required to make payments such as salaries, premiums, bonuses, and similar payments via banks or PTT
Penalty for non-compliance: an administrative fine of 2,179 TL for each employee and each month

The cash payment limit has also become 30 thousand TL. If the monthly net payment exceeds 30 thousand TL, payments must be made via banks or PTT

Electronic Ad Verification System (EİDS) established
Identity verification has started on listing platforms providing services in the electronic environment (such as Sahibinden.com)

Spatial Data Analysis System (MEVA) put into operation
Within the scope of combating unregistered economy, the Ministry of Treasury and Finance scanned 16 thousand properties changed hands in 2025, and requested information from the relevant parties in cases where there was a discrepancy between the title deed declaration and the actual value

Conditions for being subject to independent audit changed
- Total assets being 300 million TL and above
- Annual net sales revenue exceeding 600 million TL
- Number of employees being 150 and above
If 2 of these 3 criteria are exceeded in the following 2 years, the company will be subject to independent audit in 2025

The 6-month / 6,000-km and advertisement restriction on second-hand motor vehicle sales has been extended for a period of 6 months
Reports obtained from family health centers have become subject to a fee
The obligation to apply QR codes in food businesses starts on July 28
